The Administrative Burden Baseline (ABB) provides Canadians with a clear metric on the total number of requirements in federal regulations and associated forms that impose administrative burden on business. This baseline contributes to the openness and transparency of the federal regulatory system.
In 2025, the department's overall ABB count was 3,772, representing an increase of 8 regulatory requirements from the 2024 count of 3,764. The changes are attributed to:
- An increase of 12 under the Patent Rules due to amendments coming into force to implement the Patent Term Adjustment obligations that was agreed to in 2018-2019.
- An increase of 12 under the Trademark Regulations due to amendments coming into force that implemented the Registrar of Trademark's authority to award costs and issue confidentiality orders.
- An decrease of 15 under the Radiocommunication Regulations due to the removal of a checklist from the count since it is non-mandatory and is intended to assist stakeholders.
- A decrease of 1 under the Bankruptcy and Insolvency General Rules due a counting error in the previous year.
Since 2014, ISED has decreased its ABB count by 68 from the initial count of 3,840.
