Report collusion in 2026 FIFA World Cup contracts

The 2026 FIFA World Cup will be held in 16 cities across North America. The cities of Toronto and Vancouver have been chosen as two of the host cities. It is expected to generate a large amount of business contracts across a wide range of sectors, including the construction, entertainment, and tourism industries.

If you suspect that bidders are cheating to win contracts linked to the 2026 FIFA World Cup in Canada, the Competition Bureau invites you to submit a tip.

Entering into illegal agreements with competitors, also known as collusion, can take many forms. Collusion results in higher prices, poorer quality and an uneven playing field for businesses.

Types of illegal conduct that can be reported

  • Competitors agreeing to fix the price of a product or service (price-fixing)
  • Competitors agreeing to rig the outcome of a bidding process (bid-rigging)
  • Competitors agreeing not to compete with each other (non-compete)
  • Employers agreeing to fix wages (wage-fixing), or to refrain from hiring one another’s employees (no-poaching)
