What are Industrial and Technological Benefits?

The Government of Canada's Industrial and Technological Benefits (ITB) Policy was established to promote significant business opportunities for Canadian industry through federal defence and security procurement projects.

Under the ITB Policy, companies awarded a defence and security procurement contract are obligated to undertake business activities in Canada equal to 100 percent of the value of the contract.

How does FedDev Ontario support ITB opportunities?

Global defence contractors

We help you find investment opportunities in southern Ontario, as well as suppliers and research centres to support your bids and contracts.

Southern Ontario companies, universities, colleges and organizations

We help you understand how to do business in Canada’s defence space and promote your work and capabilities to global defence contractors.

What opportunities are available for small- and medium-sized enterprises?

The ITB Policy encourages the participation of Canadian small- and medium-sized enterprises (SMEs) in federal defence and security procurements. Global defence contractors are generally required to place a certain percentage of the contract value towards business activities with SMEs.

SMEs can grow and succeed in several ways, including through:

  • The purchase of goods and services;
  • Technology transfer;
  • Investments in R&D or commercialization activities;
  • Export sales;
  • Skills development and training opportunities; and
  • Other eligible activities.
