If you have an innovative good and/or service that has not yet hit the market, you may be eligible for the ISC Testing Stream. Answer a few questions or read the eligibility requirements to find out if ISC-TS is right for you.

Do you meet the definition of a Canadian Bidder?

A Canadian Bidder is defined as a Canadian person or entity submitting a proposal on its own behalf and having a place of business in Canada where the person or entity conducts activities on a permanent basis that is clearly identified by name and accessible during normal working hours.

ISC-TS requires that the Bidder must be Canadian and must be submitting the proposal on its own behalf.

Does your innovation meet the Canadian Content requirements?

The Bidder must certify that a minimum of 80% of the financial proposal costs are Canadian goods or Canadian services, as defined in the Canadian Content certification.

ISC-TS requires that the proposed innovation meet the definition of Canadian Content.

Are you the owner of the Intellectual Property rights for the innovation or do you have a licence to the IP rights from a Canadian licensor? Yes

The Bidder must be the owner of the Intellectual Property (IP) for the proposed innovation, or have a licence to the IP rights from a Canadian licensor for the proposed innovation and not be infringing on any IP rights.

Does your innovation fall within one of the following priority areas?

Military: Digital defence, Cyber operations and resilience, Fully networked command, communications, and control, Countering Small Unmanned Aerial Systems, Enhanced soldier systems – Close combat, Training and In-service support
Standard: Digital, Clean Technologies, Safety and Security, Health

Is your innovation readily available in the marketplace or has it been previously sold on a commercial basis? Yes

ISC-TS requires that the Bidder certify that the innovation is not openly available in the marketplace or has not been previously sold on a commercial basis as defined in Certifications required with the Proposal.

Is your innovation ready for demonstration in an operational setting, and meet a minimum Technology Readiness Level of 7? Yes

ISC-TS requires that the innovation has reached a minimum of Technology Readiness Level (TRL) of 7 in order to be considered. Read more about the ISC TRL scale.

Have you obtained the certifications, licenses, and approvals required to safely deploy your innovation in an operational setting? Yes

All certifications, licences, and approvals required to safely test an innovation in an operational setting must be obtained before submitting a proposal to the ISC Testing Stream.

Does your proposed innovation meet one or more of the ISC definitions of an innovation?

An invention, new technology or new process that is not currently available in the marketplace.
- An "invention" is defined for the purposes of ISC as: "A manufacturing design or any other new and useful improvements that is new or novel, that is, not commonly known or not an obvious derivative of an existing way of doing things."
Significant modifications to the application of existing technologies/ components/ processes that are applied in a setting or condition for which current applications are not possible or feasible.
An improvement in functionality, cost or performance over an existing technology/process that is considered state-of-the-art or the current industry best practice.

The innovation must be innovative and improve upon current approaches, or improve upon current practices relevant to its purpose or application, in order to be considered for the ISC Testing Stream.

Do the research and development activities related to your innovation take place in Canada? Yes

Research and development activities related to the development of the proposed innovation must take place in Canada.

Based on your responses, you are eligible to apply to the ISC Testing Stream. For this Call for Proposals period, there are two different solicitation documents. To determine which Call for Proposals you are eligible for, please fill out the next questions.

Does your business qualify as a small business?

A small business is a for-profit person or entity, with 499 or fewer full-time equivalent (FTE) employees. These calculations must account for all affiliate businesses, such as parent companies and subsidiaries that are either in or outside of Canada.

Does your business meet the minimum required level of presence in Canada?

The bidder presence in Canada minimum requirements are:

50% or more of the Bidder's FTE employees have Canada as their ordinary place of work;
50% or more of the Bidder's annual wages, salaries and fees must be paid to employees and contractors who spend the majority of their time working in Canada; and
50% or more of the Bidder's senior executives (Vice President and above) have Canada as their principal residence.

These calculations must account for all affiliate businesses, such as parent companies and subsidiaries that are either in or outside of Canada.

Based on your responses, you are eligible to apply to the ISC Testing Stream with a Pathway to Commercialization, which provides additional purchase opportunities after a successful test. This Call for Proposals is exclusively for for-profit persons or entities with 499 or fewer full-time equivalent (FTE) employees.

Based on your responses, you are eligible to apply to the ISC Testing Stream, which provides an opportunity to demonstrate your technology. This Call for Proposals is for large companies and eligible entities that are not businesses, such as universities and non-profits.
