Introduction
Measurement Canada (MC) administers the Weights and Measures Act (WMA) and Electricity and Gas Inspections Act (EGIA) which establishes requirements for the performance of measuring devices used in trade. To ensure compliance with these Acts, MC evaluates and approves these devices before they are authorized for use in trade within Canada.
As technology continues to advance, software is increasingly being introduced into the measurement process. MC has been developing harmonized requirements for the evaluation of software in software-controlled measuring devices, as this software can directly impact the integrity of measurement results. These new requirements will provide guidance to ensure that software-controlled measuring devices that are approved and inspected under the WMA or the EGIA continue to meet applicable performance and sealing requirements.
Overview of the proposed harmonized requirements
MC has developed harmonized requirements for the evaluation of software in software‑controlled measuring devices under the WMA and the EGIA. The new harmonized requirements align with the requirements specified in the international document published by the International Organization of Legal Metrology, OIML D31. The harmonized requirements are intended to provide clarity and guidance for the evaluation of software during the approval process for software-controlled measuring devices.
As a result of the harmonization of requirements, the existing specifications for the approval of software-controlled electricity and gas metering devices under the EGIA (S‑EG‑05) will be replaced by the new requirements referenced below once they take effect:
