1.0 Purpose

The purpose of this bulletin is to provide owners of certified electricity meter calibration consoles and organizations with delegated authority under C-D-01 with information regarding the transition from S-E-01 (rev. 3)—Specifications for the calibration, certification and use of electricity calibration consoles to EL-ENG-12-01—Requirements for the certification and use of measuring apparatus—Electricity meter calibration consoles.

2.0 Scope

The scope of this bulletin includes all electricity meter calibration consoles that are subject to the requirements of S-E-01 (rev. 3)—Specifications for the calibration, certification and use of electricity calibration consoles as of the effective date of EL-ENG-12-01—Requirements for the certification and use of measuring apparatus—Electricity meter calibration consoles.

3.0 Background

In 2011, a joint Measurement Canada (MC) and electricity industry stakeholder workgroup undertook the review of MC specification S-E-01. The specification had not been significantly reviewed in over 10 years. Also included in the review were MC procedure documents P-E-01 and P-E-02, as well as bulletin E-17 used by authorized service providers accredited under MC's Delegation of Authorities Program. In addition, the designation of specification S-E-01 has been changed to an engineering document to reflect the transfer of the responsibility for the maintenance of measuring apparatus requirements and procedures to MC's Engineering and Laboratory Services Directorate.

4.0 Implementation period for EL-ENG-12-01—Requirements for the certification and use of measuring apparatus—Electricity meter calibration consoles

4.1 Owners of certified electricity meter calibration consoles and organizations with delegated authority under C-D-01 will have one year from the effective date (January 1, 2013) of EL-ENG-12-01 to implement its requirements.

4.2 During the implementation period for EL-ENG-12-01, owners of certified electricity meter calibration consoles and organizations with delegated authority under C-D-01 may:

  1. continue to follow the requirements of S-E-01, revision 3 for certification, or
  2. follow the requirements of EL-ENG-12-01

4.3 As of January 1, 2014, all consoles to be certified will be subject to the requirements of EL-ENG-12-01 and S-E-01 (rev. 3) will no longer be utilized.

4.4 During the transition period from January 1, 2013, through December 31, 2013, consoles certified under S-E-01 (rev. 3) will continue to be eligible for certificate renewals pursuant to bulletin E-17—Automatic renewal of certificates for electricity calibration consoles.
