320 -17 Ave, SW
Calgary, Alberta
T2S 2V1
Reason for request
FortisAlberta Inc. is seeking temporary dispensation for the use of electricity meters without reverification to assist with the deployment of advanced metering infrastructure ("AMI") solution for the following operation area: Province of Alberta.
Description of meters identified for temporary dispensation
FortisAlberta is applying for dispensation of the following 23,170 meters, which will expire at end of the 2025 calendar year.
- Residential meters under compliance sampling: 19,796 single-phase meters, 3,081 polyphase meters
- Commercial meters under compliance sampling, 293 polyphase meters
- Residential meters under 100% reverification: 2,063 meters
- Commercial meters under 100% reverification: 1,854 meters
Proposed meter performance assurance program
Pursuant to Measurement Canada's requirements for granting temporary dispensation, FortisAlberta has completed an analysis of the meters described above. All single-phase meters have previously undergone acceptable compliance sample testing under S-S-06, and all polyphase meters have been previously reverified under S-E-02. The results of the analysis confirm that these meters will maintain their accuracy for the period of dispensation. The proposed plan will have all meters removed from service and replaced with a new AMI meter by December 31, 2027.
Removed meters will be processed as per Measurement Canada requirements and all records prescribed will be maintained as per subsection 11(2) of the Electricity and Gas Inspection Regulations.
Duration of temporary dispensation
January 1, 2026 to December 31, 2027.
Invitation to submit representations
Interested parties may submit representations with regard to this temporary dispensation request until January 5, 2026.
