Request for temporary dispensation from meter reverification–2022-05-05

Under the provisions of subsection 9(2) of the Electricity and Gas Inspection Act, the President of Measurement Canada has received a request to grant a temporary dispensation from meter reverification. In consideration of this request, interested parties may make representations with regard to the following information, as provided by the applicant:

Reason for request

Newfoundland Labrador Hydro is seeking temporary dispensation from meter reverification to assist with the upgrade of existing customer meters to Drive-by AMR metering technology.

Description of meters identified for temporary dispensation

Newfoundland Labrador Hydro is applying for dispensation for the following 3988 meters with seals due to expire in 2022.

  • Residential meters – 3639 single-phase meters
  • Commercial meters – 349 polyphase meters

Proposed meter performance assurance program

As per Measurement Canada ENF-10 requirements, Newfoundland Labrador Hydro has completed an analysis of the meters described above. Of the 3639 single-phase meters, 3459 have previously undergone acceptable compliance sampling testing under S-S-06 and 180 have previously been reverified under S‑E-02. All the polyphase meters (349) have been previously reverified under S-E-02. The results of the analysis confirm that these meters will maintain their accuracy for the period of dispensation. The proposed plan will have all the meters removed from service and replaced by the end of 2024.

Removed meters will be disposed of in accordance with the Electricity and Gas Inspection Act. Seals or marks will be cancelled as per subsection 12(1) of the Electricity and Gas Inspection Act. Dates on which the meters are sold, scrapped or otherwise disposed of will be recorded. All records prescribed will be maintained as per subsection 11(2) of the Electricity and Gas Inspection Regulations, including billing records to be kept one year after a meter ceases to be used.

Duration of temporary dispensation

January 1, 2023, to December 31, 2024.
