Request for temporary dispensation from meter reverification–2025-11-12

Under the provisions of subsection 9(2) of the Electricity and Gas Inspection Act, the President of Measurement Canada has received a request to grant a temporary dispensation from meter reverification. In consideration of this request, interested parties may make representation with regard to the following information, as provided by the applicant.

Reason for request

FortisBC is seeking temporary dispensation from the reverification of residential natural gas meters to assist with the deployment of an advanced metering infrastructure (AMI) solution for the province of British Columbia. The temporary dispensation will allow FortisBC to update its metering installations to conform with Measurement Canada requirements.

Description of meters identified for temporary dispensation

FortisBC is applying for a temporary dispensation from the reverification of 301,053 meters whose seal period will expire by the end of the 2026 and 2027 calendar years. The meters are identified in the following tables.

Proposed meter performance assurance program

Pursuant to Measurement Canada's requirements for granting temporary dispensation, FortisBC has completed an analysis of the meters described above. All meters have previously undergone acceptable compliance sample testing under S-S-06 or have been 100% verified under S-G-02. The results of the analysis confirm that these meters will maintain their accuracy for the period of dispensation.

Removed meters will be processed as per Measurement Canada requirements and all records prescribed will be maintained as per subsection 11(2) of the Electricity and Gas Inspection Regulations.

Duration of temporary dispensation

  • January 1, 2027, to December 31, 2028, for meters whose seal period expired in the 2026 calendar year.
  • January 1, 2028, to December 31, 2029, for meters whose seal period is due to expire by December 31, 2027.
