The total number of insolvencies (bankruptcies and proposals) in Canada increased by 12.4% in September 2025 compared to the previous month. Bankruptcies increased by 16.8% and proposals increased by 11.1%.
The total number of insolvencies in September 2025 was 9.9% higher than the total number of insolvencies in September 2024. Consumer insolvencies increased by 10.6%, while business insolvencies decreased by 9.4%.
For the 12‑month period ending September 30, 2025, the total number of insolvencies increased by 1.9% in comparison to the 12‑month period ending September 30, 2024.
Consumer insolvencies for the 12‑month period ending September 30, 2025, increased by 2.9% in comparison to the 12‑month period ending September 30, 2024. Consumer bankruptcies increased by 4.8%, while consumer proposals increased by 2.4%. The proportion of proposals in consumer insolvencies decreased to 78.6% during the 12‑month period ending September 30, 2025, down from 79% during the 12‑month period ending September 30, 2024. For the 12‑month period ending September 30, 2025, consumer insolvency filings accounted for 96.5% of total insolvency filings.
Business insolvencies for the 12‑month period ending September 30, 2025, decreased by 20.8% compared with the 12‑month period ending September 30, 2024. Agriculture, Forestry, Fishing and Hunting and Utilities registered an increase in the number of insolvencies. Accommodation and Food Services, Transportation and Warehousing and Manufacturing registered the biggest decreases in the number of insolvencies.

Definitions
- Bankruptcy
- The state of a consumer or a business that has made an assignment in bankruptcy or against whom a bankruptcy order has been made.
- Bankruptcy and Insolvency Act (BIA)
- The federal act that provides the framework to file and administer insolvencies in Canada.
- Business
- Any commercial entity or organization other than an individual, or an individual who has incurred 50% or more of total liabilities as a result of operating a business.
- Consumer
- An individual with more than 50% of total liabilities related to consumer goods and services.
- Corporation
- A commercial entity or organization.
- Individual Business
- An individual who has incurred 50% or more of total liabilities as a result of operating a business.
- North American Industry Classification System (NAICS)
- System that classifies economic units that have similar production processes in the same industry. This is a supply-based or production-oriented economic concept.
- Proposal
- An offer to creditors to settle debts under conditions other than the existing terms. A proposal is a formal agreement under the Bankruptcy and Insolvency Act.
