L'Office des technologies industrielles (OTI) publie un rapport d'étape semestriel pour améliorer la transparence de son ancien programme — Partenariat technologique Canada (PTC).
Le PTC a apporté des contributions remboursables aux projets novateurs de recherche et développement (R-D) qui ont fait l'objet d'une entente entre 1996 et 2006.
Les projets du PTC, réalisés à long terme (jusqu'à 30 ans), commencent par une phase de recherche et développement, qui est suivie d'une phase de remboursement, c'est-à-dire une période au cours de laquelle un produit ou une technologie commence à générer des revenus pour l'entreprise. Dans de tels cas, les remboursements seront versés annuellement au programme en fonction des modalités de l'entente de contribution conclue par l'entreprise.
Près de 6 % des projets en cours sont toujours à la phase de R-D, de sorte que les remboursements ne sont pas prévus avant un certain nombre d'années. Les remboursements versés au PTC sont conformes aux prévisions et ils continuent d'augmenter. Les derniers remboursements au PTC ne sont pas prévus avant 2035.

Notes explicatives
- Date de la contribution : est la date à laquelle une entreprise a conclu une entente de contribution. Lorsqu'une entreprise poursuit plus d'un projet, la date indiquée est celle de la signature de la première entente de contribution.
- Entreprise : est le nom de l'entité légale qui a actuellement conclu une ou plusieurs ententes de contribution PTC.
- Montant d'aide autorisé : représente le montant maximum de l'entente à la date de l'entente de contribution initiale. Selon les progrès de la R-D au moment où le projet arrive à terme, le montant final de l'aide versée peut être sensiblement moins élevé.
- Dépenses nettes : représente le montant total des déboursés sur les projets ayant complété leur phase de R-D, net de tout recouvrement. Les montants ne sont divulgués qu'après la phase de R-D afin de protéger ces renseignements commerciaux confidentiels.
- Remboursements : représentent le montant perçu à ce jour et/ou l'information que l'OTI est autorisé à divulguer. Si une entreprise a conclu plusieurs ententes de contribution, sa décision de divulguer l'information sur ses remboursements ne vise pas nécessairement tous les projets du PTC. Dans certains cas, selon les modalités de remboursement d'une contribution de PTC, une entreprise avait l'obligation d'offrir au gouvernement un bon de souscription d'actions, à titre de remboursement partiel ou global. Le bon de souscription d'actions, qui peut être vendu, donne au détenteur le droit d'acheter des actions d'une entreprise à un certain prix pour un temps limité. Si le bon est vendu, le montant perçu est inscrit à titre de remboursement.
