I am writing on response to the call for consultation on a modern copyright framework for online intermediaries.

I will be brief.

I am very concerned with the considered o ption to "clarify or strengthen rights holders' enforcement tools against intermediaries, including by way of a statutory "website-blocking" and "de-indexing" regime."

Enforcement of copyright law is best monopolized by the governing body which is the originator of the law. The delegation of authority to block websites to the media companies is a dereliction of duty. The top priority of any company (excluding not-for-profit) which exists in our capitalist framework is to make money, and passing them the authority to block websites will be oriented towards this purpose to the detriment of a free and neutral internet.

Please do not consider this option beyond its outright dismissal. It will be abused, it will not benefit Canadian citizens.

Instead: facilitate the ease of access to lawfully obtained media. Focus on encouraging transparency in companies and trust of consumers that they are not being taken advantage of. Clarify the responsibilities and available tools for copyright holders and continue to discourage piracy of content. Bell Media is not at risk of going bankrupt, but those artists that create their content do need a fair share - help ensure that the money spent by law abiding consumers reaches those that create the content and does not go to a media company with the capability to block websites.

Again, do not enable companies to execute website blocking and blacklisting.
