It's well know that blocks can be easily mitigated by VPN, meaning those that want to, will continue to do so. Also ever changing domain names means ISP will continually be playing cat and mouse games for minimal benefit.

The second issue is undue harm on consumers. Giving the ability to block or suspend internet service for people who connect to those sites is an overreach and possibly a violation of their Charter Rights. One could easily be ensnared by accidentally hitting one of these sites. In search they are often well disguised as legitimate sites in order to snag advertising click revenue. So a legitimate search for content online could cost you your Internet through no direct I'll intent? My son could be looking things up and end up there very easily and bam we have to internet? It's an overreach at best and will lead to far too many scenarios where either people have to use VPN to be safe from our own government and services, just in case, or innocent people will be caught up in something they had no part in.
