Aeronautical Base Station
System Type
- Are the transmitter and receiver at the same site? (required) – Drop down selection:
- Fixed (same site) – In a building (this is the most common selection)
- Transportable – A vehicle at an airport that can be moved then parked for an extended period of time
- Fixed (split site) – Two fixed stations, one that transmits only and one that receives only

Station List
Select the Unknown hyperlink in the “Municipality and street address or site name” column to enter information about the station(s).
Fixed Base Station [Station 1]
- Station type – Auto populated
- Station name and address or area of operation (municipality, province, or region) (required)
- This field allows for a maximum of 63 characters. Special characters count for two characters (for example, é, è, etc.).
- Ex: city, province (address)
- Additional address information (if necessary)
- Licensee Station Reference Name – Your own identifier for this station
- Call sign – Will be populated by ISED
Station Location [Geographical coordinates (WGS84)]
- Latitude (required)
- Longitude (required)
- Radius of station coverage [km] (required) – Enter “0” since the radius varies depending on the flight level
- Ground elevation above mean sea level (AMSL) [m] (required) – (b) ground level
- Overall antenna structure height above ground level [m] (required) – (a) overall height

Description of figure
This figure is an example of an elevation diagram of typical tower and transmitting antenna structures.
- The tower is drawn as a vertical pole and the antenna is shown as a small vertical structure attached to the tower.
- The ground level is drawn as a horizontal line running at the base of the tower.
- There is a bidirectional arrow between the top of the tower and the line at ground level, indicating the overall antenna structure height above ground level, indicated with the letter (a).
- The line representing the average elevation of terrain is drawn as a horizontal line slightly below ground level.
- Mean sea level is shown as a horizontal line at the bottom of the graphic, below the average elevation of terrain.
- A bidirectional arrow between the line at ground level and the line at mean sea level indicates the ground level elevation above mean sea level (AMSL), indicated with the letter (b).

- There is a bidirectional arrow between the radiating centre of the antenna and the line of the average elevation of terrain, which indicates the effective height above average terrain (EHAAT).
- There is a bidirectional arrow between the line marking the radiating centre of the antenna and the line at mean sea level, indicating the height of the radiating centre above mean sea level.
- Provide Site Attestation as an attachment (required):
- Select Yes to upload the completed ISED-ISDE2430: Radiocommunication and Broadcasting Antenna Systems Attestation form by adding the attachment later in the application process.
- Select No to complete this information online.
- For a modification, select N/A if there are no changes being made to the current antenna system.

- Click Add Emission to add a new emission.

Data Entry Tip: Click Lookup to populate the above information via the Radio Equipment List. Select the appropriate radio from the search results and click on the appropriate Copy button.
Transmitter Specifications Search
Search by any of the following specifications:
- Hardware Version Identification Number (HVIN) – Enter the model/type of the transmitter.
- Company Name – Enter the manufacturer of the transmitter.
- Product Marketing Name – The name or model number under which the product is marketed/offered for sale in Canada.
- Certification Number – Issued by ISED and certifies that the equipment complies with established Radio Standards Specifications (RSS) requirements, in accordance with the appropriate Radio Standards Procedure (RSP).
Once the make and model have been found, use the Copy button to select the row that matches the type, frequency range (MHz), designation of emission, occupied bandwidth and power range (W) that matches the radio you are licensing. These specifications will automatically populate in the application when the model is selected using the Copy button.

Click Assign to navigate to the “Emission List” summary table.
Click Assign in the “Channels” column to assign a channel.
Click Add Channel.
Add Channel
- Communication type (required) – Drop down
- Channel to be selected during application processing/analysis (required):
- Yes if you want ISED to select a channel for you
- No if you have a channel selected for consideration by ISED
- Standard Channel (required) – Defaulted to Standard – Drop down

Attachments
Attach all pertinent files to support your application.
- Select Attachment – Click Select File to browse your computer's files and select one (1) file to be attached (repeat this step as often as necessary).
- Attachment Type (required) – Select the appropriate attachment type to describe the file.
- Description – Include a short description to provide further information.
- Click Add Attachment to upload the file; otherwise it will not be included.
Click Next to continue.
Channel Details
Click Next to return to “Application Summary” and review your application.
Review and Submission of the Application
- When the entry of information is completed and the application is ready for submission, click Save then Validate to confirm the application is complete.
- If there is any missing information within the application an error message in red will appear at the top of the page along with an error message displayed to the right of each section where validation failed. Click its corresponding Edit button to make the required corrections. Save and Validate as required until all validations are passed successfully.
- Select Submit to ISED when your application has been successfully validated.
