Service Fees Act

  • The Government of Canada is committed to improving services for Canadians and increasing transparency related to the service fees it charges.
  • In 2017, the Government of Canada passed the Service Fees Act, which requires, among other things, that federal departments and agencies adjust their fees periodically.
  • For Innovation, Science and Economic Development Canada (ISED) licensees, this means that radio and spectrum licence fees, as well as most fees for services provided by the Certification and Engineering Bureau, are adjusted annually based on the April All-items Consumer Price Index (CPI) published by Statistics Canada in May of each year.
  • In 2021, ISED’s Spectrum and Telecommunications sector moved its CPI adjustment anniversary date from March 31 to April 1 to align our practices with those of other government departments and with our licence renewal process. An April 1 anniversary date will make fee adjustments more straightforward in the coming years.
  • The CPI adjustment applicable to fees for the 2024-2025 fiscal year is 4.4%. Increasing the 2023-2024 licence renewal amount by 4.4% will give you an estimate of fees for 2024-2025, provided no changes are made to your licensing.

A new licensing and fee regime for satellite services was introduced in 2023 in two phases. This regime applies to all space stations as of April 1, 2023, and to all earth stations as of October 1, 2023. 

A new fee framework for Telecommunications and Radio Equipment Services was introduced in 2023, with the new fees applicable as of September 1, 2023.

Table 1 sets out the individual annual fee amounts currently used by ISED to calculate licence fees, and shows how they are adjusted by the Consumer Price Index each year, as mandated by the Service Fees Act. It is organized to correspond to Parts I through VI of Schedule III of the Radiocommunication Regulations.

Note: The Radiocommunication Regulations may list fees that are no longer charged due to changes in licensing policy. For clarity, these fees are not included in table 1.
