  1. Many countries have tried and ultimately failed at getting the laws and technology right
  2. VPNs can easily circumvent anything put in place
  3. You can't outlaw VPNs (even though Bell's CEO once suggested that exact action)

This very much feels like a band-aid solution to a problem which will exist as long as the internet exists.
