I am greatly concerned and strongly oppose the adoption and implementation of any policy measures that may lead to the blocking of websites and especially anything that runs the risk of disconnecting and banning users from the internet for any reason. The internet at this point is an absolute necessity to be successful economically, socially, and in education making these measures completely disproportionate, unjustified, and draconian in response to the problem they are meant to solve. This past year in particular has shown just how critical the internet is to modern life in Canada.
Piracy and copyright infringement has dramatically declined over the past decade despite an increasingly technically and internet literate population thanks to the rise of fairly priced that is easily accessible. This very clearly indicates that if content creators and rights holders can effectively eliminate copyright infringement by fairly pricing their content and ensuring it is available on an accessible platform.
This proposed policy change has serious potential consequences for the freedom of expression in addition to the health and wellbeing for the people of Canada and these consequences are enforced at the discretion of the service provider or intermediary and outside proper judicial processes. The internet is an essential service and should be treated accordingly, this policy is not the solution and so I ask that this dangerous and unneeded policy be dropped and to continue supporting Canada's currently effective copyright legislation.
