I think the question this consultation asks is what the role of ISPs should be in balancing copyright-holder interest with the intellectual freedom of consumers. I believe that the best compromise is found within the principles behind so-called ‘net neutrality’. Indiscrimination towards information is at the heart of net neutrality and is what facilitates an open and accessible web for users. This keeps the internet closer to that of a public utility, no different in value (use or otherwise) and near universal in access. The risk and outcomes of infringing on or otherwise inhibiting consumers’ rights to intellectual freedom and accessible internet far outweigh the interests of copyright holders, in my opinion- and I urge the Government of Canada to consider public interest over private intermediaries.
