My recommendation:

Empower Canadians to take control of their digital services by requiring ISPs provide configurable site-blocking functionality to customer routers. That way, the Government of Canada can publish advisories that Canadians can adopt. Much in the same way travel advisories are done for dangerous countries, "domain advisories" can be published for dangerous sites and networks by a public safety agency that Canadians can subscribe to or opt-in to receive updates directly on their Internet routers and smartphones. Moreover, this gives Canadians an option to add their own "blocklists" to the router. Canadians who come across domains sharing malware or engaging in unethical practices can be self-blocked and reported.
