Our Testing Stream enables us to buy and test your pre-commercial goods and services in a real-life setting.

We leverage our government partnerships to test your innovation and provide you with valuable feedback before you launch your innovation into the marketplace.

Important items to consider before applying

  • Our calls for proposals are generating high volumes of applications, the number of projects we fund depends on the number of proposals we receive and the overall value of resulting contracts
  • Evaluation timelines will vary based on the number of applications we receive. We work with Public Services and Procurement Canada (PSPC) and the National Research Council (NRC) to evaluate all proposals as quickly as possible.
  • We encourage you to ensure that your innovation meets the eligibility requirements and is ready for testing
  • Your innovation must be ready to test in an operational environment – to award funding we consider carefully:
    • how fast you can manufacture and deploy your innovation
    • if your company has all required certifications and approvals to safely test your innovation
  • If your innovation is not yet ready, do not be discouraged – we plan to launch 2-3 calls for proposals per year.

Tips for applying

  • Provide clear and detailed answers with technical descriptions, quantifiable data and scientific evidence – not a marketing pitch!  
  • Fill out all fields in the form, even optional fields
  • Use up the entire word count
  • Proofread your answers and ask for someone else to re-read your answers
  • Don't wait until the last minute to submit
  • Ensure you received a confirmation that we received your application

Eligible participants in the testing stream

Private company, public company, not-for-profit organization, university, or individual can submit a proposal.

What we consider innovative

To meet our definition of "innovative" you must meet one or more of the following criteria.

  • An invention, a new technology or new process that is not currently available in the marketplace.
  • Significant modifications to the applications of existing application technologies, components or processes that are applied in a setting or condition for which current applications are not possible or feasible.
  • An improvement in functionality, cost or performance over an existing technology or process that is considered state-of-the-art or the current industry best practice. 

Receiving funding

Applying to our calls for proposals and qualifying in a pool of innovations does not guarantee funding.

Receiving funding to test your innovation depends on a variety of factors, such as:

  • The level of interest from potential testing partners and obtaining a match with a federal organization
  • The readiness of your innovation to test in an operational environment – to award funding we consider carefully:
    • how fast you can manufacture and deploy your innovation
    • if your company has all required certifications and approvals to safely test your innovation
    • project timelines
    • how much funding is available
