Consultations on legislated procurement targets in Canada

Public procurement can be a tool to drive innovation and support Canadian businesses bringing new, cutting-edge solutions to market. Federal purchasing power can and should be leveraged to better support small businesses and innovators to grow the economy and create more good jobs for Canadians.

Budget 2024 announced the government's intention to propose legislated procurement targets for small and medium-sized enterprises (SMEs) and innovative firms informed by industry consultations, including innovation organizations, and international best practices.

Innovation, Science and Economic Development Canada led the consultations in collaboration with Public Services and Procurement Canada. The purpose of these consultations was to help inform the government's next steps in supporting Budget 2024 direction, including potential legislative changes.

Who we consulted

ISED held discussions with, and sought input from, industry associations, innovation organizations, Canadian companies, Indigenous organizations, and individuals with expertise in business and innovation.
