Summary

Demand Side Management (DSM) initiatives are being actively pursued in Ontario by the natural gas and electric local distribution centres (LDCs). In addition, DSM has become an important policy priority at every government level. From a consumer perspective these initiatives are important to the extent they achieve meaningful results such as bill reductions and the enhancement of broader societal benefits. The measurement and evaluation of DSM is both complex and onerous. It is also a critical component to the overall framework in that DSM initiatives should not be pursued unless they are delivering verifiable benefits. In addition, savings should not be attributed to entities that have not generated those savings. The focus of this report is to present a discussion of the attribution issue and consider mechanisms to determine how to attribute savings among entities that are pursuing joint DSM programs. The report will set out the history of DSM in Ontario and provide a description of the current framework. It will set out Ontario precedents on this issue and provide a discussion of the various perspectives advanced in recent years by Ontario energy stakeholders. This will be followed by discussion of recommendations for the future.
