Summary

The World Summit on the Information Society was proposed by the International Telecommunications Union (ITU) in 1998 and subsequently adopted as activity under the auspices of the Secretary-General of the United Nations principally prepared by the ITU. At the first phase of the Summit that took place in Geneva in December 2003, the participants adopted a Declaration of Principles and a Plan of Action. Phase II of the Summit is intended to review the progress toward implementing the Geneva Plan of Action. This brief proposes to address some key elements of the Geneva Action Plan which that speak directly to consumer concerns associated with the development and maintenance of the Information Society. There are four principal items in the Action Plan that will be discussed which relate to access and use of ICTs (Information and Communication Technologies).
