The objective of this study was to identify the most restrictive obstacles to exploitation of the energy savings potential in the residential sector in Canada. It also sought to check whether such obstacles are connected to factors related to the socioeconomic characteristics of consumers. The targeted results were, first, to suggest ways of trying to reduce the effects of such obstacles on each socioeconomic category of residential consumer, and second, to promote appropriate policies, mechanisms and energy efficiency measures consistent with the characteristics of each category of consumer. The study was in three parts. Its starting point was studies conducted by government agencies responsible for implementing policies to promote energy efficiency. The first part outlined the potential for energy savings in Canada, by use and by province, plotting the curve of the supply of energy savings in Canada. This evaluation of the potential for energy savings formed the basis for a questionnaire designed to measure the magnitude of potential energy savings and their distribution among the various energy uses. The second part, prepared following the administration of the questionnaire to a sample of Canadian consumers, identified the various obstacles to the exploitation of this potential. The third part will propose tools for attempting to reduce the effects of these obstacles, and policies, mechanisms and measures to make it possible to exploit the energy savings potential in the residential sector.This document is available in the following language(s):
