The objective of this research is to study the programs put in place by the Government of Canada to help consumers contribute to the reduction of GHG emissions. More specifically, the study will make it possible to identify the most promising measures in terms of actual or theoretical effectiveness, assess the actual or suspected results and effects of these measures on energy consumption and GHG emissions and, where possible, identify the conditions for the success of these measures and prepare recommendations for the upgrading of planned or current programs. The study is structured as follows: the first chapter presents a general review based on the existing literature of the obstacles that reduce our chances of success in reducing GHG emissions, and the mechanisms that could help overcome these obstacles. It also outlines the approach taken by Canada in the pursuit of its goal of reducing emissions by 6% from the 1990 level. The second part focuses on programs and measures introduced in the residential sector. In these two chapters, the Union des consommateurs analyses action taken by the Government of Canada in the field of housing and construction, and domestic appliances and equipment. The last chapter presents a critical analysis of a few federal consumer awareness and mobilization programs, designed to get people involved in taking up the challenge of the Kyoto objective. It identifies the main obstacles to voluntary action by consumers, and the prerequisites for effective mobilization.This document is available in the following language(s):
