Summary

No one is immune to the possibility of a disaster. This means that, to preserve the assets of Canadian families, we must take a serious look at solutions to the problems faced by Canadian consumers with respect to insurability and access to property and homee insurance. The SAC became aware of this problem after calls from consumers complaining about problems with property and house insurance. The problems mentioned by consumers concerned mainly access, cost and compensation. The SAC wanted to pursue its investigation, so as to find answers to such questions as: • Why is property/home insurance not accessible to everyone? • Should it be mandatory for everyone? • What practices by insurers lead to denial of eligibility or benefits? • What are the reasons for such denials? • Could revitalization of downtown neighbourhoods improve the situation? • What are the views of consumers, brokers, insurers and regulatory bodies in this regard? The purpose of this report is to find answers to all these questions.
