Summary

The report examines some key results of restructuring in the jurisdictions that have embarked restructuring of the electricity industry. In doing so, the report canvassed the restructuring experiences in Canada, the United States, the United Kingdom, and New Zealand. Special attention will be paid to the electricity restructuring experience in case studies of Ontario, Texas and New Zealand. It finds that issues such as demand-side management, clear price signals for consumers, and control of undue market power must be carefully assessed in the restructuring of these markets.
