The research project explores problems faced by consumers of communications services who are in a precarious financial situation or have payment difficulties in order to verify if those consumers have adequate protections, rights and remedies. The report examines the complex legislative and regulatory frameworks for telecommunications companies in Canada, explores models and initiatives from abroad that could be used in Canada, and provides recommendations to improve regulations and to help ensure consumers who have difficulty making payments are treated equitably.This document is available in the following language(s):
