Overview
Once you have completed construction of your approved broadcasting facilities as per the letter of approval (LOA) you received from Innovation, Science and Economic Development Canada (ISED), you must submit a request for on-air testing to your local Spectrum Management District Office (as indicated in the LOA).
Transmission at the approved parameters can only start once we have given you a separate on-air testing authority. An on-air inspection is normally required on the first day.

Once the testing period is successfully completed, you must submit the following documents to ISED before your broadcasting certificate can be issued:
- a log of complaints received during the on-air testing period and remedial measures taken for valid complaints
- an engineering certification to confirm that your station is operating as approved (noting as-built changes when applicable) and including a certified antenna pattern for directional antenna
- for AM, this would also include a preliminary and/or final proof of performance
- a Safety Code 6 compliance report prepared as per GL-08 — Guidelines for the Preparation of Radio Frequency (RF) Exposure Compliance Reports for Radiocommunication and Broadcasting Antenna Systems
