The applicant must be: (required) A radiocommunication user as defined in the Radiocommunication Regulations An industrial user, specifically: a warehouse, mine, factory, Canadian offshore oil and gas production site, or a radio access network manufacturer conducting research for 5G or 6G services An existing NCL licensee with 20 MHz of spectrum in the requested area Compliant with the conditions of licence for all existing NCL licences issued to them Seeking a renewable licence (i.e., an annual licence) Able to coexist with all impacted existing NCL operations and other services determined by the applicable technical requirements Able to demonstrate control of physical access to the entire licence area during the licence term to enable network deployment, including showing they own/lease the entire area, or have arrangements with the owners/lessors of the area to be covered Requesting a licence area that is located outside of the metropolitan Tier 5 service area boundaries Applying for indoor only operations in urban Tier 5 service areas, or for indoor or outdoor use in rural and remote Tier 5 service areas 8.
