Navigating the EU Funding & Tenders Portal homepage

The top menu on the EU Funding & Tenders Portal homepage has six tabs with drop-down menus:

  • Funding
  • Procurement
  • Projects & results
  • News & events
  • Work as an expert
  • Guidance & documents

From the items in the Funding drop-down menu, click on Calls for proposals. The Calls for proposals page offers the following filters/options:

  • Quick search (text box)
  • Programming period
  • Programme
  • Call
  • Submission status
  • All filters

Regardless of the search option used, click on the "Submission status" drop-down menu and select the most appropriate options for your search:

  • Forthcoming
  • Open for submission
  • Closed

Finding a call for proposal/research topic

The EU Funding & Tenders Portal provides a user-friendly way for researchers and innovators from Canada to find calls for proposals and topics of interest.

Search calls for proposals by keyword: You can enter the keywords for a particular call or field of action to get a complete list of related calls for proposals.

Search for status and topic: You can search for calls for proposal by status and topic. Under the keywords bar, you can filter opportunities by submission status, sorted by:

  • Forthcoming: Calls for proposals to be published in the following weeks. Knowing about upcoming opportunities for funding allows you to prepare the consortia, the project, and the necessary documents ahead of time
  • Open for submission: Calls that are currently opened
  • Closed: Calls that are not available for funding. These can provide an overview of what Canadians can expect from calls for proposals and how to prepare for future opportunities

Advanced search

To conduct a more advanced search, start by selecting "All filters." You can then set the following search parameters:

  • Type of grants calls: It is recommended to keep these three options unchecked:
    • Direct calls for proposals (issued by the EU)
    • EU external actions
    • Calls for funding in cascade (issued by funded projects)
  • Programming period: Select 2021-2027
  • Programme: From the list, select Horizon Europe (HORIZON)
  • Programme part: Select Global Challenges and European Industrial Competitiveness
  • Missions: Review and select the Horizon Europe missions that align with your expertise
  • Destination: Review the list of all of the destinations that are forthcoming and open for submissions
  • Cross-cutting priority: Review the list and select it if it aligns with your expertise
  • Call: Review the list of all program calls that are forthcoming and open for submission
  • Submission status: Forthcoming and open for submission
    • Opening date and deadline date filter options are also available

Submitting a proposal

All proposals for Horizon Europe projects must be submitted through the Electronic Submission System in the EU Funding & Tenders Portal. Only the proposal coordinator can open proposals for a given topic, using a link in the "Submission Service" tab within the Topic description.

Once the proposal is opened, the coordinator can add partners by entering their Participant Identification Code (PIC) number. The coordinator and partners can then access the Electronic Submission System directly through the "My Proposals" section of the EU Funding & Tenders Portal.

The Electronic Submission System guides applicants through the proposal process, as the funding method affects the preparation and evaluation of Horizon Europe grants.

Standard elements of a Horizon Europe proposal

Horizon Europe proposals typically include several standard elements. Here are the key components:

  • Abstract/Executive summary: A concise overview of the project, including objectives, expected impact, and key activities
  • Objectives: Clearly defined goals that align with the specific call for proposal. This section should articulate the purpose of the project and the problem it aims to address
  • Work plan/Description of activities: A detailed description of the work packages, including tasks, methodologies, and timelines. This section outlines how the project will be implemented
  • Consortium composition: Information about the partners involved in the project, including their roles, expertise, and contributions. This section should highlight the added value of the consortium's collaboration
  • Impact assessment: A discussion of the expected impacts, including how the project will contribute to the objectives of Horizon Europe, as well as potential social, economic, and environmental benefits
  • Budget: A detailed financial plan outlining the project's costs, including personnel, equipment, travel, and other expenses. It should justify the budget in relation to the planned activities
  • Risk management: An analysis of potential risks and challenges the project might face, along with strategies for mitigating these risks
  • Dissemination and exploitation strategy: Plans for communicating project results and ensuring that outcomes are utilized effectively, including how findings will be shared with relevant stakeholders
  • Ethics and compliance: A section addressing ethical considerations, data protection, and compliance with relevant regulations and standards
  • Annexes: Additional documentation, such as CVs of key personnel, letters of support, or relevant previous work that enhances the proposal
