Testing Laboratory Scope of Recognition

Generally, testing laboratories can be recognized to test to the following:

  • Radio Standards Specification RSS-Gen and any RSS (see details relating to RSS-102 further below)
  • Compliance Specification, CS-03, Parts I-VIII (except Part III and Part IV)
  • Broadcasting Equipment Technical Standards (BETS) (except BETS-3 and BETS-7)
  • RSS-102, Radio Frequency (RF) Exposure Compliance of Radiocommunication Apparatus (All Frequency Bands), (Issue 6) and any RSS-102 standard category (measurement/simulation) that are differentiated by testing laboratories that perform specific absorption rate (SAR), nerve stimulation (NS), absorbed power density (APD) and/or incident power density (IPD):

Additionally, within the policy document Decisions on New Requirements for Wireless Device Testing Laboratories, ISED determined it would permit testing laboratories to submit requests for recognition of partial scopes, which would be reviewed on a case-by-case basis. Based on this policy, ISED will accept the following partial scopes:

  • RSS-123 ( < 26 GHz)
  • RSS-131 ( < 26 GHz)
  • RSS-191 ( < 100 GHz)
  • RSS-210 ( < 18 GHz) or ( < 26 GHz) or ( < 40 GHz ) or ( < 100 GHz)
  • RSS-211 ( < 40 GHz) or ( < 100 GHz)
  • RSS-215 ( < 26 GHz)
  • RSS-216 ( < 1 GHz) or ( < 26 GHz) or (< 40 GHz) or ( < 100 GHz) or ( < 200 GHz)
  • RSS-220 ( < 40 GHz) or ( < 100 GHz)
  • RSS-247 ( < 26 GHz ) without dynamic frequency selection (DFS)
  • RSS-295 ( < 369 GHz) or (< 570 GHz)

Note: The above listed frequency limitations are based on the maximum frequency, including unwanted emissions, which can be measured by the testing laboratory seeking the partial scope.

For those partial scopes not listed above, testing laboratories must submit a request for ISED to consider recognition for part of a technical standard by using the General Inquiry form. The request must include a justification as to why the technical standard needs to be split. ISED will respond to the testing laboratory after it completes its review.
