Summary

The focus of this study was to determine the feasibility of the Consumers' Association of Canada (CAC) creating an on-line certification seal program. Existing international voluntary codes, and on-line approval programs - particularly that run by the UK Consumers Association - were reviewed and research was conducted on consumers' online shopping behaviours and online merchants' experience with on-line seals. The CAC deduced that not all seal programs are alike and some offer more consumer protection than others. This report suggests three policy directions for future action: 1) develop an all-encompassing "Seal of Seals" program, 2) become involved with other seal organizations, and 3) support the current seal programs through continued consumer education.
