Summary

This research looks at the possible measures that can be used to ensure the safety and protection of car poolers (drivers as well as passengers), so as to improve the quality of car pooling as a service and to consolidate Canada’s approach to sustainable transportation. The first chapter analyzes the issues connected with car pooling as a means of alternative and sustainable transportation. The accent has been placed on the socioeconomic and environmental advantages of this mode of transportation. In the second chapter, we survey the current policies on car pooling in Canada and abroad. We report experiences and concrete examples that reflect car-pooling policies and projects. In the third chapter, which addresses the obstacles to car pooling, we try to pinpoint flaws linked to the operational design and management of the matching process, notably by analyzing the content of the car-pooling Web sites addressed to the general public. In conclusion and in view of the obstacles identified, we propose a Car Pooling Charter which, once adopted, could serve as a support and reference framework for the various parties concerned with car pooling.
