Summary

This report examines the current state of legislation and jurisprudence with regard to spyware. The report looks at the costs of spyware to consumers and to business, as well as the possibility of public, private, and class actions against spyware-related activities. Furthermore, the report looks at jurisdictional issues associated with spyware on the internet in terms of international, federal, and provincial jurisdictions. It makes recommendations for a multi-faceted approach to controlling spyware that includes regulation of certain aspects of spyware.
