The main purpose of this study was to understand the value and expectations of external stakeholder and public or consumer group input by government and the experiences of groups and individuals from these groups in providing representation to government agencies. A second concern of this study was to determine the method of financing representation by various stakeholder interest groups, particularly consumer and public interest groups, and how representative positions were developed. Finally, an attempt was to be made to determine if any particular strategy for consulting and communicating with group members or identified public constituencies was more successful than others in generating revenue, increasing membership, or increasing effectiveness. In examining the role of consumer or public representation, our concern is twofold. First, whom do these individuals represent, and how do they communicate with their constituency? Second, how are they are financed, both for their participation and communicating with their identified constituency?This document is available in the following language(s):
