Summary

In 1997-1998 the Automobile Protection Association (APA) undertook an investigation of auto retailing practices in Canada. That investigation titled Auto Retailing in Canada was funded under Industry Canada's Grants and Contributions Program. The results of the investigation showed widespread, systematic abuses in auto retailing and automobile advertising. The results were reported nationally, including a broadcast on W-FIVE, the CTV public affairs program, which for the first time showed video footage of an APA mystery shopping investigation. With refinements introduced over the years, the APA Auto Retailing Investigation has been conducted annually since, with video footage presented by W-FIVE. The March 2002 report is the fifth one in the series, which has now exceeded 200 visits over five years. For the 2002 report, the APA mystery shoppers, with ads in hand when they were available, visited 42 dealerships in Greater Toronto, Vancouver, Edmonton, and Montreal.
