2009Summary
The purpose of the study was to identify consumers of goods and services who are vulnerable and require assistance and to examine the type and extent of the assistance they require. The study also identified the help being provided to vulnerable consumers and examined the best methods and programs to deliver the required assistance to those consumers in the future. The Consumers Council of Canada conducted the study in two phases, in collaboration with the Ontario Ministry of Small Business and Consumer Services ("MSBCS") and Legal Aid Ontario ("LAO").
