A Review of the Consumer Interest in Select Delegated Administrative Authorities from a Governance Perspective

This report focuses on Delegated Administrative Authorities (DAAs), which are not-for-profit corporations that administer and enforce consumer protection and public safety laws on behalf of provincial regulatory programs.This report specifically assesses Ontario, British Columbia and Alberta’s DAAs.
The report’s analysis focuses on three key themes for DAAs. The clarity of DAA’s mandate-stated consumer protection and/or public safety goals. It then examines DAA governance and accountability and to what extent government structures ensure that consumer perspectives enter government policymaking and board decision-making processes. It does this by examining DAA board governance models, consumer advice to boards and government policy leadership.
Finally, this report analyzes the consumer awareness, outreach and redress mechanisms that DAAs provide, and their efficiencies. Following its analysis, this report then lists several recommendations to improve the DAA model and enhance service delivery.
