Per your conversation with William Jahn, the U.S. can agree to coordinate Fixed and Mobile Services in the 138–144 MHz band via the IRAC and Arrangement D procedures. We view this as being permissible because Arrangement C makes no specific provision for the coordination of these services.

Dear Sir:
This has reference to your letter of November 28th, 1978 and telephone conversations between your Mr. William Jahn and our Mr. A. Went concerning coordination procedures of Fixed and Mobile Services in the 138–144 MHz band.
The Canadian Department of National Defence agrees with the proposal to coordinate Fixed and Mobile Services in the above mentioned band via the IRAC and Arrangement D procedures in lieu of the present Arrangement C procedures.
We are, therefore, pleased to indicate our approval of this procedure and consider it to be in effect as of the date of this letter.
