Agents are typically radio equipment suppliers, consultants or other individuals or companies who offer their services to someone looking to apply for a radio licence or broadcasting certificate.

Are you an applicant?
Establishing a relationship with an agent in the Spectrum Management System (SMS) means they will be granted access to submit an application or modifications to existing authorizations on your behalf. Note that due to a system limitation, the radio authorization holder is not able to view what was submitted by an agent on their behalf until the application has been reviewed and approved by Innovation, Science and Economic Development Canada (ISED).
In order to have an agent submit and manage applications on your behalf, we need your power of attorney and the ISED-ISDE3052 — Retention of an Agent form on file. These documents must be included by your agent during the submission of your application.
Hiring a consultant to complete the necessary documents to obtain a broadcasting certificate is recommended. Visit the Canadian Association of Broadcast Consultants for a list of available consultants.
Are you an agent?
As an agent working on behalf of new applicants and pre-existing authorization holders, you will need to register and create a web profile in the Spectrum Management System (SMS) in order to:
- apply for a radio authorization (broadcasting certificate, radio licence)
- submit modifications on behalf of your holders (broadcasting certificate, radio licence)
- add additional holder accounts to your Web Profile
- add other agents working with you as sub-users to your profile
- check on the status of applications you have submitted
- look up holder invoices
Note: You will need the account number(s) linked to your holders’ authorizations to apply for additional authorizations or manage existing authorizations.
The concept and privileges of agents also apply to broadcast consultants who have the following roles:
- they prepare the engineering brief (required in most situations, except some low- and very-low-power applications)
- they may submit applications online on behalf of the applicant if desired
- they are the main technical contact during any part of the application process
- they are the person responsible for producing the report on compliance with Health Canada's Safety Code 6 guidelines for the protection of the general public (or the applicant may request it from another organization)
- they provide an engineering certification after the on-air testing period to confirm that the undertaking is operating as per the approved parameters
