Criteria
Innovation, Science and Economic Development Canada (ISED) will issue a letter of approval (LOA) for the construction or modification of your broadcasting undertaking once the following criteria have been met:
- the Canadian Radio-television and Telecommunications Commission (CRTC) has issued a favourable decision, or you have indicated you meet an exemption order
- ISED has determined that your application is technically acceptable
- public consultation as per CPC-2-0-03 — Radiocommunication and Broadcasting Antenna Systems has been completed or exclusion criteria has been met
- any other condition in an ISED technical acceptability has been met
It’s important to note that the LOA only allows you to build or make changes. It does not authorize any over-the-air transmission or testing. For this, you must first obtain a separate on-air testing authority.
Conditions
The following standard conditions are normally indicated with this authority:
- The holder of this approval must comply with the requirements of CPC-2-0-03 — Radiocommunication and Broadcasting Antenna Systems.
- A completed Safety Code 6 analysis report based on the requirements of GL-08 — Guidelines for the Preparation of Radio Frequency (RF) Exposure Compliance Reports for Radiocommunication and Broadcasting Antenna Systems is required prior to the request to proceed with normal programming (not applicable for standby transmitters; low-power stations can use the process described in annex C of BPR-1 — General Rules).
- Transmissions at the approved technical parameters subject to this letter are not permitted. A separate on-air testing authority is required from ISED to transmit on these approved technical parameters. A request for on-air testing must be submitted to ISED at least three (3) weeks in advance of the scheduled testing, which must start before the expiry of the approval. A summary of the on-air testing procedures can be found in BPR-1. The request may be submitted to your local Spectrum Management District Office.
