Customized licence areas
A licensee defines a licence area (up to 12 boundary points anywhere in Canada) during the application process. Whether it's a single building, a large mine or farm, or an entire remote community, you tell us what area you want to cover.
Flexible licence terms
Licences can be renewable or temporary.
Renewable licences can be renewed annually as long as the licence conditions (3900 MHz band / 28 GHz band) are met.
Temporary licences are available for periods between 1 day and 11 months.
Deployment requirements
ISED aims to ensure that spectrum is actually used, and is not warehoused or resold. Any spectrum that is not used will be made available to others.
As a licensee, you have two years to deploy at least one station and begin operating your network.
You will need to demonstrate to ISED that you're covering your licence area on an ongoing basis by uploading your site data. You must start uploading site data within one month of receiving your licence, and continue doing so on a monthly basis.
No leasing or trading
A non-competitive local (NCL) licence is only to be used by the licensee. It is not transferable in whole or in part and cannot be leased, traded or sub-divided.
NCLL spectrum browser
The NCLL spectrum browser is an online tool that allows you to search for existing NCL licences and other radio services in your desired areas. This spectrum browser can be a valuable tool for planning and can also generate your boundary points in WKT format, which can be easily copied directly into the licence application form.
Licence fees
NCLL has affordable licence fees that encourage innovative use and applications.
The annual licence fee is calculated by the following equation:

There is a minimum annual fee of $50.14, (as of 2026-27) for all NCL licences.
For renewable licences authorized after a fiscal year has already started, or for temporary licences, ISED will apply a prorated fee of 1/12th of the total annual fee for each calendar month (in whole or in part). The minimum monthly fee as of 2026-27 is $4.18.

Example 1: Yearly fee for a university campus in the 3900 MHz band
John has an NCL licence for a 10 km2 university campus in downtown Vancouver for 20 MHz of spectrum.
John's yearly fee:
$1.88 (Metro base rate) × 20 MHz × 10km2 = $376.00
Example 2: Yearly fee for a rural area in Saskatchewan in the 28 GHz band
Beth has an NCL licence to provide wireless service to a rural community in northern Saskatchewan. She's using 400 MHz of spectrum and the licence area covers 50km2.
Beth's yearly fee is:
$0.047 (Rural base rate) × 400 MHz × 50km2 = $940.00
Example 3: Fee for a month-long event in downtown Toronto in the 3900 MHz band
Jordan has an NCL licence to boost wireless connectivity for a month-long event with thousands expected to attend in a 0.54km2 area in downtown Toronto.
Jordan's fee for one month is:
($1.88 (Metro base rate) × 20 MHz × 0.54km2) / 12 months = $1.69
Because of the minimum fee of $4.18 per month, Jordan's total fee for one month is $4.18.
Example 4: Fee for a two month outdoor event in Ottawa in the 28 GHz band
Sarah has an NCL licence to boost wireless connectivity for two months for a racing event that covers 12 km2 of Ottawa.
Sarah's fee for two months is:
($0.18 (Urban base rate) × 400 MHz × 12km2) / 12 months × 2 months = $144.00

3900 MHz band
The 3900 MHz band, 3900–3980 MHz, lies within the mid-band frequencies. It comes with decent propagation characteristics and is well suited for high-speed applications. This makes it ideal for rural broadband as well as a solid choice to support 5G wireless connectivity for applications including resource extraction, smart manufacturing and smart communities.
3900 MHz band
Note that commercial mobile wireless services may be operating in the adjacent 3800 MHz band. Any NCLL operations that include block A1 (3900–3910 MHz) must not cause interference to those services and will not be protected from them.
The upper portion of the band is reserved for smaller operators. Any entity, or affiliate of that entity (as defined in section 6.2 of SPB-001-23), with 100,000 or more retail mobile wireless phone subscribers is ineligible to hold a licence for blocks A5–A8 (3940–3980 MHz).
Bandwidth
Except in cases where ISED has expressly permitted up to 40 MHz or 80 MHz pursuant to SAB-03-25, an NCLL licensee, including its affiliates, may not hold licences at any given location where their aggregate bandwidth in the 3900 MHz band exceeds 20 MHz.
NCL licences in the 3900 MHz band have two options for bandwidth:
- 10 MHz
- 20 MHz (i.e., two contiguous 10 MHz blocks)
For example:
- if a user is assigned one block, such as Block A2: 3910-3920 MHz, they will have 10 MHz of bandwidth
- if a user is assigned two contiguous blocks, such as Blocks A5 and A6: 3940-3960 MHz, they will have 20 MHz of contiguous bandwidth
It is also possible to apply for two non-contiguous 10 MHz blocks, in two separate applications. For example, a user can apply separately for Block A3 (3920-3930 MHz) and Block A7 (3960-3970 MHz).
Licence types
The 3900 MHz band offers two licence types, low-power and medium-power. A low-power licence might be ideal for industrial and enterprise applications, particularly for localized or indoor activities. On the other hand, a medium-power licence could be more appropriate to service larger outdoor areas.

Licensees can establish a mix of indoor and outdoor stations for both low-power and medium-power licence types.
The maximum equivalent isotropically radiated power (EIRP) indicates the system total power effectively radiated by the transmission antenna.
Licensees intending to operate exclusively indoors (i.e. in locations completely enclosed by permanent walls and a ceiling) need a low-power licence type. Low-power operations have EIRP that is limited to 1 watt per 10 MHz frequency block, or 2 watts per 20 MHz block.
In metro and urban areas, only low-power licences are allowed. For low-power outdoor licences, the maximum antenna height is 10 m.
In rural and remote areas, applicants can request either low-power or medium-power licences. Operations under medium-power licences can have an EIRP limit of 50 watts per 10 MHz frequency block, or 100 watts for 20 MHz, with antenna height limit of 50 m.
Low-power licences can be up to 15 km2 in size, and medium-power licences can be between 75 and 165 km2 in size. You can apply for multiple licences to cover larger areas.

28 GHz band
The 28 GHz band, 27.5–28.35 GHz, lies within the high-band millimetre-wave (“mmWave”) frequencies. It offers very large bandwidth capacity over very short distances, enabling high-speed data transmission and supporting data-intensive applications. This allows operators to provide high-density connectivity both for industrial applications as well as for large gatherings in stadiums and entertainment venues.
Band plan

Note that commercial mobile wireless services may be operating in the adjacent upper 26 GHz band. Any NCLL operations that include blocks AA1 or AA2 (27.50-27.60 GHz) must not cause interference to those services, and will not be protected from them.
The upper portion of the band is reserved for smaller operators. Any entity, or affiliate of that entity (as defined in section 6.2 of SPB-001-25), with 100,000 or more retail mobile wireless phone subscribers is ineligible to hold a licence for the blocks from 27.90 GHz to 28.35 GHz.
Bandwidth
NCL licences in the 28 GHz band can include from one to eight 50-MHz blocks (50 to 400 MHz).
An NCLL licensee, including its affiliates, may not hold licences at any given location where their aggregate bandwidth in the 28 GHz band exceeds 400 MHz.
Licence types
The 28 GHz band offers two licence types, low-power and high-power. A low-power licence might be ideal for industrial and enterprise applications, particularly for localized or indoor activities. On the other hand, a high-power licence could be more appropriate for fixed wireless access services that cover longer distances in outdoor areas.

Low-power licences can be up to 1 km2 in size, and high-power licences can be between 5 and 50 km2 in size. You can apply for multiple licences to cover larger areas.

Step 1: Plan your application
Prepare the information you need for the application form. Determine these key features of an NCL licence:
Frequency band
If you'd like to see which bands and frequency blocks may be available in your desired licence area, please use the Non-Competitive Local Licensing Spectrum Browser.
Amount of bandwidth required and frequency block if applicable
If you want frequency blocks that aren't contiguous (e.g. A2 and A4), then you must submit separate applications.
You can request to have a specific frequency block or have us automatically select one for you. Note that large mobile service providers are not eligible to apply for blocks A5 to A8 (i.e. 3940 to 3980 MHz) or blocks AA9 to AA17 (i.e. 27.90 to 28.35 GHz).
Licence duration
You have a choice of requesting a renewable or temporary licence.
Renewable: Expires each year on March 31 with the option to renew.
Temporary: Can be from 1 day to 11 months.
You can apply for a licence 90 days in advance of the start date.
Licence area
Identify the location you wish to licence. You can use the NCLL spectrum browser to draw your area and acquire a list of boundary points in WKT format. Alternatively, the application form also allows you to enter a list of boundary points or to draw your licence area directly on an interactive map.
Step 2: Ensure you have a web profile
If you do not already have a web profile, you can create one by visiting Create your Web Profile – Registration Type (Licence and Certificate). You should receive a response within 5 business days.
Step 3: Fill in the application form
Log in to the NCLL portal with your web profile, and select "Start new application". Fill in the information you compiled at step 1 above. Your progress is saved automatically as you proceed, and you can find draft applications in the "Draft applications" section of the portal.
Step 4: Pay your invoice
If your application is authorized, we will send you an invoice, and you will receive your licence once full payment is received.
If your application is not authorized, a detailed report will be sent to you via email.

Overview
Once your licence is granted, you will be responsible for meeting the conditions of licence. These are band-specific and are printed on the licence. They can also be found here:

The list below is shared for your convenience. It contains some of the key requirements common to a variety of spectrum licences, or for providing telecommunications services to the public, not all of which may apply to your circumstances. This isn’t a complete list and it doesn’t replace your due diligence, but it includes some important and often-overlooked items.
Upload your site data information
Within one month of receiving your licence, and continuing on a monthly basis, you will need to provide information about your stations to ISED. Instructions can be found at How to submit a monthly update of technical data.

Follow the antenna tower siting procedure
If you are placing or changing any antennas, you will need to follow the rules provided in CPC-2-0-03 — Radiocommunication and Broadcasting Antenna Systems. This generally includes the following:
- Working with the appropriate land-use authority
- Placing antennas on existing structures where possible instead of building new ones (unless the land-use authority requires otherwise)
- Engaging in consultation before building new structures
A licensee that is using this spectrum as a telecommunications common carrier, as defined in the Telecommunications Act, is required to review requests to use space on their towers. For more information see CPC-2-0-17 – Conditions of Licence for Mandatory Roaming and Antenna Tower and Site Sharing and to Prohibit Exclusive Site Arrangements.
Deploy stations
You must deploy at least one station within two years of the effective date of your licence, and start using your network to continuously provide service. This can be for your own internal purposes, or to provide cellular service or wireless Internet service to paying subscribers, or both.
Comply with Safety Code 6
Health Canada's Safety Code 6 guidelines provide limits for safe human exposure to radio frequency energy. Your equipment must comply with Safety Code 6 at all times. Note that it's not just your own emissions that you have to be aware of: Safety Code 6 requires you to take into account the combined effects of nearby installations within the local radio environment.

Comply with cross-border requirements
If your licence area is close to the Canada-U.S. border, you may need to coordinate with operators on the other side of the border in order to reduce the risk of radio interference. Arrangements between ISED and the U.S.'s Federal Communications Commission (FCC) are made on a band-by-band basis, and you will be required to abide by any arrangements that we make.

While the Cross-Border Best Practices was developed for the 3900 MHz band, the same general principles apply to the 28 GHz band. Differences in propagation, technical rules and licensing framework must still be considered. For instance, ISED recommends coordination with U.S. flexible use counterparts when operating under:
- high-power licences within 30.1 km of the Canada-U.S. border in metro or urban areas, or within 37.3 km in rural or remote areas; or
- low-power licences within 7.7 km of the Canada-U.S. border in metro or urban areas, or within 18.3 km in rural or remote areas.
In addition, coordination with U.S. Fixed Satellite Service earth stations is not required because they transmit in the Earth to space direction.
Register as a telecommunications provider
If you are offering or providing telecommunications services to the public, you may need to register with the Canadian Radio-television and Telecommunications Commission (CRTC).

Obtain a Mobile Network Code (MNC)
If you operate equipment that requires an International Mobile Subscription Identity (IMSI) such as LTE or 5G systems, you may need to request a Canadian-administered Mobile Network Code (MNC) assigned by the Canadian Numbering Administration Consortium (CNAC). A Canadian-administered MNC can be used with Canada's Mobile Country Code (302). If you plan to operate a private network, you also have the option of using Mobile Country Code (MCC) 999, which is a globally shared country code for private networks. General
Is 3900 MHz a 5G band?
Yes, the 3900 MHz band is a 5G band.
The 3rd Generation Partnership Project (3GPP) has identified a 5G frequency band that covers the 3900-3980 MHz (i.e., n77), resulting in access to an equipment ecosystems that could support different types of networks or use cases. Following this, in May 2021, ISED published the Decision on the Technical and Policy Framework for the 3650-4200 MHz Band and Changes to the Frequency Allocation of the 3500-3650 MHz Band. In this policy framework, ISED designated the 3900-3980 MHz band for shared usage to leverage the emerging equipment ecosystems for 5G technology and provide opportunities for users including wireless Internet service providers (WISPs), utilities, and industry verticals.
Note that licensees can deploy 5G or other wireless technologies as long as ISED's technical standards are met (i.e., SRSP-521 — Technical Requirements for Non-Competitive Local Licensed Services, including Fixed and/or Mobile Systems, and Flexible Use Broadband Systems, in the Band 3900-3980 MHz, RSS-198 — Flexible Use Broadband Equipment Operating in the Band 3900-3980 MHz).
Is 28 GHz a 5G band?
Yes, the 28 GHz band is a 5G band.
The 3rd Generation Partnership Project (3GPP) has identified a 5G frequency band that covers the 28 GHz band (i.e. n257 for 26.5-29.5 GHz and n261 for 27.5-28.35 GHz), resulting in access to an equipment ecosystem that could support different types of networks or use cases.
Following this, in March 2025, ISED published the Addendum to the Non-Competitive Local Licensing Framework to include Spectrum in the 27.5-28.35 GHz Band. In this policy, ISED made available the 27.5-28.35 GHz band for shared operations to support the expected global equipment ecosystem for 5G devices for the envisioned uses of advanced technologies in the mmWave band.
Note that licensees can deploy 5G or other wireless technologies in the 27.5-28.35 GHz band as long as ISED's technical standards are met (i.e. SRSP-522 — Technical Requirements for Non-Competitive Local Licensed Systems, including Fixed and/or Mobile Systems, and Flexible Use Broadband Systems, in the Band 27.5-28.35 GHz and RSS-193 — Flexible Use Broadband Equipment Operating in the Band 27.5-28.35 GHz).

Application process
How long does it take to obtain a licence?
Our service commitment is to provide your NCL licence within 12 weeks.
This commitment is contingent on the availability of the requested spectrum and the completeness of your application, with no errors.
What is the maximum licence area permitted in the 3900 MHz band?
The maximum area size per licence is as follows:
- low-power: up to 15 km2
- medium-power: minimum 75 km2, up to 165 km2
There is no limit on the number of licences a licensee may hold. For example, to cover an area of 45 km2, an applicant could apply for three low-power licences with each licence covering 15 km2 and must deploy at least one low-power base station in each licence area. As a second example, to cover an area of 200 km2, an applicant could apply for multiple low-power licences or multiple medium-power licences or a combination of low-power and medium-power licences, depending on the use case and power requirements.
What is the maximum licence area permitted in the 28 GHz band?
The maximum area size per licence is as follows:
- low-power: up to 1 km2
- high-power: minimum 5 km2, up to 50 km2
There is no limit on the number of licences a licensee may hold. For example, to cover an area of 4 km2, an applicant could apply for four low-power licences with each licence covering 1 km2 and must deploy at least one low-power base station in each licence area. As a second example, to cover an area of 100 km2, an applicant could apply for multiple low-power licences or multiple high-power licences or a combination of low-power and high-power licences, depending on the use case and power requirements.
How can I create multiple adjacent licence areas?
If you wish to cover an area larger than the maximum licence area size, you can apply for multiple licences that are geographically adjacent. To do so, perform the following steps in the NCLL portal:
- Duplicate the application/licence that you wish to create an adjacent area licence for by clicking "Duplicate" under "Actions" in the portal.
- Edit the licence area of the newly created duplicate application. You can edit the licence area either by modifying the boundary points listed, or by re-drawing the area using the drawing tool.
Can I apply for the full 3900–3980 MHz band?
In the 3900 MHz band, ISED has established a spectrum limit of 20 MHz that a licensee may hold in any given geographic area. However, for specific use cases and where interference risks are low, ISED permits eligible licensees to hold additional spectrum beyond 20 MHz:
- Up to 80 MHz per licence area may be authorized for eligible specific industrial use cases. Applications for up to 80 MHz are currently being accepted here.
- Up to 40 MHz per licence area may be authorized in rural and remote Tier 5 service areas, where there are no interference risks. This option is anticipated to be available in early 2027, once ISED's licensing system has been updated.
All applications must meet the criteria set out in SAB-03-25 — Notice of amendment to spectrum limit condition of licence in the 3900 MHz band under the non-competitive local (NCL) licensing framework.
Can I apply for the full 27.5-28.35 GHz band?
In the 28 GHz band, ISED has established a spectrum limit of 400 MHz that a licensee may hold in any given geographic area.
What is the maximum power and antenna height permitted for an NCLL licence area?
The maximum power and antenna height is determined based on licence type and specific bands of operation. Details on this can be found on our landing page (About NCLL) section. Why might an application be rejected?
An NCL licence application may be rejected if it does not conform to policy, technical or other requirements.
Some examples of reasons for an application being rejected include:
- the spectrum applied for is not available in the requested area
- the spectrum aggregation limit would be exceeded
In the 3900 MHz band, the spectrum aggregation limit is exceeded when a licensee has multiple overlapping licences that result in more than 20 MHz of total bandwidth at any given location, except in cases where ISED has expressly permitted up to 40 MHz or 80 MHz pursuant to SAB-03-25. For instance, if the applicant was only permitted for 20 MHz of total bandwidth and already holds licences for blocks A3 and A4 in a particular area and applies for block A6 in an area that fully or partially overlaps the existing licence area, the application would be rejected.
This is equally applicable in the 28 GHz band: the spectrum aggregation limit is exceeded when a licensee has multiple overlapping licences that result in more than 400 MHz of total bandwidth at any given location. For instance, if the applicant already holds licences for blocks AA1 to AA8 in a particular area and applies for block AA10 in an area that fully or partially overlaps the existing licence area, the application would be rejected.
It's important to note that if the same frequency block is shared between the overlapping licences, it is only counted once when calculating total spectrum usage. Therefore, if both the existing and proposed licences cover the same blocks, the spectrum aggregation limit would not be exceeded.
If an application is rejected, a detailed report will be sent to you via email. You can also download this report by clicking "Download summary report" under "Actions" in the portal.
Can I edit a submitted application?
No, it is not possible to edit a submitted application. However, you can withdraw an application even after you've received an invoice. In the NCLL services page, navigate to the NCLL portal, then find the application, and under the "Actions" menu select "Withdraw".
Can I edit a licence?
No, it is not possible to edit a licence. If you wish to acquire a licence that covers the same area as another licence that you already hold, but with a different technical configuration, then you have two options available to you:
- Apply for an overlapping licence while retaining your original licence.
- Cancel your original licence by clicking "Cancel licence" under "Actions" in the portal, and apply for a new licence in the same area.
Are licences renewed automatically?
Yes, licences will be automatically renewed if all conditions of licence are met and the renewal invoice is paid in full. The system will send an email to the licensee if it detects an issue that may impact the renewal.
Fees and invoices
How are the licence fees calculated?
A licence fee calculator is available to allow you to predict the licence fee for a given scenario.
The annual licence fee for a non-competitive local licence is calculated by multiplying the base rate for the area type selected (metro and urban; rural or remote) multiplied by the total frequency blocks in MHz, multiplied by the area size in km2.
How are fees calculated if an area overlaps two different area types?
If any portion of an NCL licence falls within a remote area, the fees are calculated using the remote base rate. Otherwise, if any portion of an NCL licence is located in a metro or urban area, then fees are calculated using the metro/urban base rate.
The table below shows which area type is used to determine the applicable base rate in case of overlap. Commonly referred to as the "Fee zone".

How do I pay an NCLL invoice?
Payments must be made on the Online Payment and View Invoices webpage.
There are several ways you can reach that page:
- You can visit Online Payment and View Invoices.
- On the NCLL portal, you can select the application or licence you wish to pay for and click the "Pay" button in the portal under "Actions".
- When you have an invoice due, you will receive an email that contains payment instructions. That email will contain a link to Online Payment and View Invoices.
How do I cancel an NCLL invoice?
For a new application, you can cancel the invoice by withdrawing the application. In the NCLL services page, navigate to the NCLL portal, find the application, and under the "Actions" menu select "Withdraw". The application withdrawal will automatically cancel the invoice.

Licensee responsibilities
What are my important licence deadlines?
There are two important deadlines you should keep in mind as a licensee. They are as follows:
- You have to upload licence site data every 30 days.
- You have to deploy at least one station within 2 years of your licence's effective date.
You also have to pay your annual licence fees.
Where do I find information about site upload requirements?
ISED is adopting a simple demonstration of deployment (a "yes/no" system) to meet the condition of licence on deployment. Details on how to upload information will be found on the SMS site data upload website. Alternatively, you will also be able to find information in this video.
Equipment
Is there equipment available?
Yes. ISED offers a radio equipment search function to determine availability of equipment. For 3900 MHz, select advanced search, then in the Radio Equipment Standard (BETS99-RSS999) box select RSS198, then hit search. For 28 GHz, select RSS193.
Can I use my existing equipment?
For the 3900–3980 MHz band, you can use existing equipment so long as it complies with RSS-198 — Flexible Use Broadband Equipment Operating in the Band 3900-3980 MHz, and is certified accordingly.
For the 27.5-28.35 GHz band, you can use existing equipment so long as it complies with RSS-193 — Flexible Use Broadband Equipment Operating in the Band 27.5-28.35 GHz, and is certified accordingly.

If your equipment is not already certified, you would need to complete the steps detailed in RSP-100, Certification of Radio Apparatus and Broadcasting Equipment.
NCLL portal
What do the statuses on the NCLL portal mean?
You will see various application and licence statuses in the portal. The table below explains what each status means.
Statuses that apply to submitted applications:

What do the compliance statuses mean?
You will see a compliance status listed for licences in the portal. There are three possible compliance statuses, detailed in the table below.

| Blank | The licence is either a renewable licence that is currently eligible for renewal, or it is a temporary licence that cannot be renewed. |
| Station data overdue | Station data has not been uploaded for this licence within the past 90 days. If this is a renewable licence, it is no longer eligible for renewal. |
| Deployment required | The licence is ineligible for renewal because it is two years past its effective date and deployment has not been indicated in its station data. |
