Applicability of IEC 62209-3 Standard

The Radio Standards Specification (RSS)-102 entitled Radio Frequency (RF) Exposure Compliance of Radiocommunication Apparatus (All Frequency Bands) incorporates by reference International Electrotechnical Commission (IEC) 62209 standards for Specific Absorption Rate (SAR) assessment of wireless devices.

Innovation, Science and Economic Development Canada (ISED) notes that on September 24, 2019, the IEC published IEC 62209-3 ED1 (IEC 62209-3 thereafter), entitled Measurement procedure for the assessment of specific absorption rate of human exposure to radio frequency fields from hand-held and body-mounted wireless communication devices - Part 3: Vector measurement-based systems (frequency range of 600 MHz to 6 GHz).

This notice announces that ISED is currently not adopting the IEC 62209-3 procedures and requirements for the purposes of certifying wireless devices in Canada. To satisfy the requirements of RSS-102, SAR measurements shall continue to be made based on the latest version of IEC 62209 and/or IEEE 1528, excluding IEC 62209-3.

In a future notice, ISED may adopt specific sections of the IEC 62209-3 to support the use of fast SAR procedures outlined in the upcoming IEC/IEEE 62209-1528 ED 1 standard for compliance assessment of wireless devices.
