Strategic Environmental and Economic Assessments

The Cabinet Directive on Strategic Environmental and Economic Assessment (SEEA) provides information on the expected environmental and economic effects of proposals referred to Cabinet for decision, as well as funding requests. The purpose is to minimize harms and maximize benefits for the environment and the economy.

The SEEA directs departments and agencies to issue public statements for proposals for which they conducted detailed analysis (environmental and/or economic), following each proposal's implementation or announcement.

This directive is consistent with the SEEA's predecessor, the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, also known as Strategic Environmental Assessment (SEA), which required a public statement of environmental effects for proposals that were subject to a detailed strategic environmental assessment.
